Auto resize code adds extra height when adding more than one quest at the sametime

If you click on the zone header it will remove and add all the quests in that zone at the same time. This will momentary add extra height to the tracker background until you Toggle Questie or add or remove a quest from the list to force a refresh. This morning I inserted a Hotfix into 3.69 but want to re-review this code to see if I can come up with a better method rather than triggering a delayed re-fire of a function that has already fired.
