Wrong exclusiveness for "Close Call"

Description
There are two questlines that operate in parallel, and you go down one of them depending on whether you've completed https://www.wowhead.com/wotlk/quest=12238/cleansing-draktharon or not.
If you have completed that quest then you will get the drop to start Darkness Calling (12663), which then leads to Close Call (12638), Silver Lining (12643), and then Suit Up! (12649).
If not, you will get the drop to start An Invitation, of Sorts... (12631), which leads to Near Miss (12637), You Can Run, But You Can't Hide (12629), and then Dressing Down (12648).
Both lines then converge at https://www.wowhead.com/wotlk/quest=12661/infiltrating-voltarus
I had not completed Cleansing Draktharon, and was working my way down the second line, however Close Call showed as available (and does to this day, despite having completed the whole quest line).
Completing "An Invitation, of Sorts..." should would likely preclude this quest being available, completing "Near Miss" would almost certainly preclude it, and completing "Infiltrating Voltarus" would certainly preclude it.
