Test of Strength quest npc not patrolling

Bug description
Quest #1151 Test of Strength. In addon mob Rok'Alim marked with red line like he should patrol around big part of map, but actually i always seen him (on 3 different chars) in area around 20.6 39.5. Found him again, watched few minutes, he doesn't patrol, just wanders around.
I checked wowhead comments, they confirm he doesn't patrol, but seems he has other possible spawn points
