Npc Goramosh marked like he has something to start quest https://www.wowhead.com/wotlk/quest=12059/a-strange-device#comments, but actually he doesn't drop anything.
That's because you need to be on quest Prevent the Accord (https://www.wowhead.com/wotlk/quest=12005).
So questie needs to check, if player has this quest started or completed.
