This quest doesn't appear to implemented. It appears under Sholazar Basin quests however looking up the quest on Wowhead, it shows the entirety of the quest happens in Deadwind pass. While lots of the quest data appears to be there, lack of comments, and incorrect location lead me to believe this quest isn't in the game.

If you look at the quest text, it's very obviously a developer test quest.
