quests "The Scourgebane" and "The Black Knight's fall" show up before they should

Quest The Scourgebane has been shown as available on my minimap since I traveled to the argent crusade. it isn't available yet.

after completing "The Black Knight's orders" the quest "The Black Knight's fall" styarted showing up on my minimap, but it isn't available yet.

I am currently 10/15 in The Aspirant's Challenge, which is probably the quest line/dependency that is missing.

note, this may also be happening with Eadric the Pure, which is the non-dk quest that is in place of "the scourgebane" but I only have a DK in the right level range to check at the moment.
