This NPC definitely has coordinates, and all of the linking data looks fine to me. To clarify - was there just no ? on the minimap, or was there no indicator on the full-screen map?

Yes, no question mark on map at all. But for quest starting exlamation mark was there with yellow line, showing his patrol waypoints
