Tracker forcibly tracks all quests when you have none tracked upon login.

If you have in quest log only quests that you don't track, when you will log in, they will ALL be forcibly tracked.
If you have at least 1 tracked quest when you log out, then when you log in you will only track that 1 quest. Seems there's an issue with the addon detecting manually untracked quests.
If it sees no tracked quests when you log in, it will forcibly track all your quests, even though you manually untrack them all.
In my case i have T2.5 quests, so i know what idols to look for when I'm near AH, and obviously i don't want to track them. They take so much screen real estate:
