enhance/change functionality of the tracker sizer

Description

before the tracker revamp, the tracker frame auto grew based on the number of quests you had with no limit
the revamp allowed for an auto mode with growth in width and height and the ability to use the sizer nub
to manually set the width/height you wanted. this functionality is limited as to what height you can set
it currently as it ignores the height and "snaps back" to the height of your current quest logs contents.
it will honor the width and truncate/wrap as appropriate but for height the only honoring it does is if you
make the tracker SMALLER than the current number of quests, at that point it sets the height and enables
the scrolling. it just ignores where you released at if TALLER than the current number of quests and if you happen to get another quest it doesn't grow to your setting but instead starts scrolling

what should happen is that BOTH auto mode and manual mode for sizing the tracker should honor the height
settings, auto from the slider on screen ratio, manual from when you release the sizer nub.

once that height is reached, scroll.

this is the current behavior of auto mode.

it should be the behavior of manual as well.

use cases are placement of the tracker in exactly the spot you want and the height/width you want
(not having it grow wider and cover other UI elements)

both manual and auto mode currently shrink to fit the number of quests/achievements in the tracker,
but only the auto mode expands in height. (sorry to repeat this but i am trying to make SURE this point is understood)

already does what the feature request asks. issue was related to previous version without sizer fixes
