These quests are all exclusive. Do one, you can't do any others. I think this has been a bug forever.

Some are Alliance and some are Horde too... currently if you do the Horde version, you still see the Alliance version on your map. But you can't actually interact with the opposite faction quest giver.

This was introduces with the move to TBC. Vanilla got the data correct
