Quest completion sound plays after a screen load for cata

this might have something to do with the bug i just reported on questie itself blocking auto-complete quests. i bet if you disable questie you would get that quest to pop up on screen.

No this is a regression of a fix that was in place when we added Quest sounds it has to do with the event of zone change if I recall
