Missing Available Quest - "Humble Beginnings"

Did not show up as available on my map despite meeting the requirements and the quest being there when I went to talk to the NPC. For reference the quest is https://classic.wowhead.com/quest=399/humble-beginnings

The information in the DB looks correct. You need to be an alliance player which is at least level 10.
