I'm slightly confused by this one - from the quest text and objective it would make much more sense to be available with the previous quest in the chain (Nezzliok Will Know), but I'm almost certain it wasn't available then. I will try and re-test with an alt later.

Re-tested and confirmed pre quest - original issue updated and now correct. Available once Headhunting is completed
