Quest 25701 "You Are Rakh'likh, Demon" missing important NPC location

The quest requires you to reach a very high mountain in the area. If you are unable to fly, you will have to talk to the NPC https://www.wowhead.com/cata/npc=8816/deathly-usher otherwise you can not reach the quest's target location. The location of said NPC is not shown in Questie.
