Both quests are being shown as available. But only "I'm not dead yet!" could be started (for me). According to some wowhead comments (https://www.wowhead.com/cata/quest=13229/im-not-dead-yet#comments:id=626100), it depends which phase you are on in this area. Not sure if Questie is able to reflect this,
