I didn't snap the screenshot right, but yeah Questie only had Gnomish. I'll send a screenshot from another toon, but I did reload before reporting.

Oh it shows in SW, just not in IF. BUT... you can get both options in both cities.

The SW NPC should also be added to the "don't auto accept list" as should the Horde NPCs that give the similar breadcrumb quests.
