Tooltip contents can overflow and extend beyond the visible screen area (?)

When I mouseover on minimap rarity icon I see only half of a window (the other half is out of my screen). I was trying to fix it by minimalize window scale but then the letters are so small so I cant see anything.
Potentially UI scaling issue, or simply anchor/positioning. Perhaps standard behaviour in those cases? Can't say more without looking into it.
