Add option to always set pets to "repeatable"(override/toggle)

This would make it so much easier to keep tracking those cageable pets, while still preserving the original intent (avoiding bug reports by confused users who expect the addon to stop tracking a pet after they've obtained it).

Due to how the code is all over the place, this looks to be a real headache. I might have to postpone it...
