Verify that all StatMod cases have a valid Value field

Make sure existing rank, value, or regen fields exist and match the 4.3.4 version of their relevant talent/buff/etc.
Check decimal places for StatModIgnoresAlwaysBuffed stats versus all others
Add new "level" fields where necessary
