There have been several bug reports that Raven doesn't work properly when Masque is enabled. From Masque's changelog, they say this about Bartender4:

Bartender will migrate your your old action bar settings to compensate for the size increase of action buttons. A side effect of this is that buttons skinned with Masque may be scaled smaller (or larger). To correct this, users will need to either adjust the scale and padding of their action bars in Bartender4 and then reposition them or enable the Classic Scaling option mentioned above.

I presume the same is true for Raven.

I spoke too soon, Masque does have an update here https://www.wowinterface.com/downloads/info12097 that resolves the issue. Everything is now working correctly with raven, at least for my needs.

So Masque may have fixed the problem already.

Been running with Masque for a while now and I do not see any real issue with it
