More control for Special Effects

So I have the Shine effect enabled on Start, but I notice that it shines again each time the aura is refreshed, which for many things is very frequent (e.g. rogue poisons). I'd like to make it only shine when an aura is newly applied, not refreshed.
I also notice that certain auras will shine again in the middle of their duration, even when they aren't refreshed. This seems to be a bug, or maybe something I have configured incorrectly?
Would be great if there was a setting to change this. Or any tips could help me edit it myself. Looks like the effects are being applied in UpdateBar and there could be a check for if the bar/aura already exists or is new?
