Describe the bug

I'm on a char who joined a group using RCLootCouncil this season.

Since we haven't raided yet, I have no data stored.

Every login I get a bugsack warning about the following error:

4x ...eRCLootCouncilFilter/RCLootCouncilFilter.lua:7: attempt to call global 'GetAddOnMetadata' (a nil value)

To Reproduce
Steps to reproduce the behavior:

1. Install RCLootCouncil freshly with no data from a previous install
2. Log in to a character with the addon active

Expected behavior

For an empty data scenario, quietly ignore or generate null data. If that's a problem, prompt to ask the user if this is a fresh install and then do that.
