Classic inactive header doesn't stay collapsed on reload

This breaks the reputation sortByStanding functionality, as it will also show the inactive factions.

Before reload, having manually collapsed it:

After reload, it seems as it shows correctly for a split second, then seems to load in all reputations instead of the ones to show only:

Hmm this appears to be caused by an other addon, with just Reputation Guide and BugSack/BugGrabber it doesn't have this issue.

Currently figuring out what addon causes the issue.

Appears to be Questie with it's QuestieReputation module. Already known issue: Questie/Questie#3263
