WotLK: Spell cast history time

Spell cast history Time didnt work proberly, (or there is a misunderstanding on my side)
In the sample above Pestilenz will never be triggered. Without "was cast ,,, " it works. (I also startet Pestilenz once before, because i didnt know if "if > 10 sec" also means "never cast before")
What is your Spell History Memory (general options) set to? It has to be at least greater than the cast the time you are checking here.
Thats my understanding also. but this doesnt work. With this condition the cast Pestilenz will never be triggered. Without the condition it works.
cooldown is not a workaround, A "your next Target" (has NOT Buff) where great, because that is the real reason for the spell. If the next target (or all possible targets around) didnt have the debuff, then cast Pestilenz.
