I looked through the code but don't know enough to solve this on my own. Am I doing something wrong?

Are your other announcements functioning correctly? I don't have an active wow subscription to check, but the spell seems to be configured correctly in my code. If other announcements are triggering (in the same circumstances and location) then there could be something I'm missing that's changed with the spell.
