This should be just one line appropriate for the toon in question.
I am seeing 2 lines with 2 completions counted in the total even though, obviously a toon can only do one faction.
I am guessing that as I have both factions displayed it is showing both quests, but that completion for one is being counted as completion for the other.
Seems like a bug.

i guess completing island expedition weekly quest will marking both factions' quests completed, so they all will be shown on one toon.

Anyway, it is a bug.
