Is there a way to move the map to a different location while on a vehicle? Currently I have my map in the bottom center of my screen with SpartanUI and when I'm on a vehicle most of my minimap is covered up by the vehicle bar.

Whatever addon you are using to create action bars for yourself (e.g. Bartender) you should be enabling the vehicle replacement. Moving functionality will not be added.
