When used in Vehicle

Because of how I have the map set at the bottom, the map gets cut off when I am in a Vehicle and the UI cuts it off. I am requesting a way to have the map change location when in vehicles.
I will not be adding an option to change location when in vehicles. However, perhaps you can better describe the problem you're having with some screenshots to see if there's a better solution.
Something like a check box that when hit lets me choose a x y location to trigger any time I am in a Vehicle

It appears that your issue is that you've chosen to use an action bar addon that doesn't support vehicles.
The solution here is that the vehicle action bar should be replacing your action bar, instead of the Blizz action bar showing up.
If you are using bartender4, make sure the "Use Blizzard Vehicle UI" option is disabled on the main options page.
I thus consider this not a SexyMap issue, as implementing something in SexyMap would be a workaround to a problem not directly related to SexyMap, because if you weren't using an action bar mod at all, you wouldn't be able to place the map there as it would be behind the normal action bar.
this is a Sexymap issue, what your telling me is I should use my other addon to hide blizzard ui, and this is not a bug, I put the map in a location that it would be covered by the blizzard ui. I was just seeing if there could be a way to move the map when in vehicle
You have presented nothing to change my mind, this is not a SexyMap issue. You have willingly chosen to modify only 50% of your action bars (skipping the vehicle). If you modified 100% this wouldn't be an issue, if you modified 0% this wouldn't be an issue. Case closed as far as I'm concerned.
but what if I did not sue a action bar addon, I would still have this problem, your asking me to use a other addon to fix my problem
Incorrect. If you used the Blizz action bar and put the minimap there it would be partially hidden. Next people will be asking me to automatically move the minimap when you're in a group because all the group frames are created where they placed their minimap. Sorry, but no.
