Currently the vignette scanner always alerts, no matter which module/zones are enabled, it seems.

This one is only complicated because there are zones which are in multiple expansions, so there's not really a single source of truth here. (E.g. Darkshore has a Vanilla version and a Battle For Azeroth version which share the same uiMapID.)
