[Bug] Skipping the Zereth Mortis intro breaks rare scanning in the zone

Steps to reproduce:

  1. Go to Oribos on a character that doesn't have ZM unlocked
  2. Skip the intro at the NPC near Bolvar
  3. Go to Zereth Mortis
  4. Observe the process of rares spawning, mouse them over, target them, etc
    Expected result: SilverDragon should correctly notify of rares
    Factual result: That character doesn't have any rares notifications - vignettes, chat, mouseover - nothing works. Note that treasures work correctly.
