My timerunner was equipped with a level-41 wand in the mainhand and nothing in the offhand.

When I checked my bags I found a new level-41 staff (2H), which did not have the upgrade arrow.

Shouldn't it show the upgrade arrow? I think a lv41 2H is more than e.g. an equipped lv41 mainhand + lv34 offhand (or empty slot like in my case), no?
