Action Bar not showing up when on certain quests or missions

When doing a quest or mission where you drive, ride, or become another character (i.e. flying a dragon that requires shooting down objects) the action bar does not show.

Try changing the '/sui > Artwork > Use Blizzard Vehicle UI' setting
