I cannot find an option within SUI or Blizz interface to remove this bar. I am assuming that perhaps this was a blizz added bar that perhaps was not accounted for in the SUI update? Please assist, it's very much in the way. Thank you!

Nope. Not in EU. Also, have updated to BfA.

Recent update of BT seems to have corrected the issue.

Looks like you are running SUI and Bartender4's BFA 8.0 version but are still on legion. Are you in the EU by chance?

Edit: From first glance it looks like bartender is acting up. That frame should be hidden by that.
