what is this and how do I move it?

What's this thing covering me in the middle that shows my health and buffs - and how do I move it? I don't see any options anywhere to move it. It just showed up with the last update. having my health and buffs on top of me I can't see what I'm standing in.... But I don't see any options to make it movable.
