Describe the bug
Since upgrading from any version newer than 6.1.28, I've noticed the the HUD Tooltip is anchored in the lower right corner of my screen. The in-game edit mode does not allow me to move it.

To Reproduce
Install any version higher than 6.1.28

Reopening... looks like SOME tooltips listen to the HUD Tooltip location but not all. looking into it

Blizzard had added a way to do it via the base game but looks like they rolled that back right before DF launch. ill re-add it.

With version 6.2.9 you could pin the tooltip to the mouse again.
Why did this option, which has an added value, disappear again with 6.2.10?

Was that intentional, or were the options lost?
I have now returned to 6.2.9.
