zone ability blocks quest ability

Describe the bug
unable to do quests that have a specific ability because the zone ability blocks it, have to disable the ui entirely to complete.
To Reproduce
Steps to reproduce the behavior:
- accept a quest with an event ability in a zone with a zone ability
- zone ability blocks quest ability with no way to move or remove it
- have to disable ui to complete
