I see errors from maxdps, handynotes, and dbm in there as well. try turning off everything but SUI and Bartender4

Turn of off everything with only SUI and Bartender4 and error as follows which is the same error

Do you have more error messages than just this one? What it says is missing is one of the first things loaded so it just doesn't make sense that this would be the only error.

i try deleting cache WTF and Addons and reset everything with just spartan and bartender but the bars are not working...

Delete the existing files first you likely have some files that were removed still in the addons folder.
