[BUG] Evoker: Empowered spells while moving cause action bars to remain greyed out

Describe the bug
I am not entirely sure what causes this bug. There certainly are different scenarios where it happens, but below is the only one I found which is consistent to reproduce (see below To Reproduce). The bug is:
When using an empowered spell, while moving, action bars will remain greyed out (just like its doing when casting an empowered spell) until another empowered spell is cast (or canceled mid-cast).

To Reproduce
Steps to reproduce the behavior:

  1. Be an Evoker class
  2. Take "Tip the Scales" talent [ID 370553] from Class tree
  3. Start moving/auto running; cast "Tip the Scales" followed by an empowered spell (any will work; e.g. Fire Breath [ID 382266])
  4. Action bars will grey out after the spell is cast ( -- screenshot below)

Expected behavior
Action bars should not grey out.

This is a bug caused by Blizzard themself. Not fixable from our side.
