I would like to be able to set max height of the tracker so that a scroll would appear if the contents are higher.
At the same time I want the tracker to become lower if the contents are not enough to fill in the total max height.
This would prevent the background to cover a lot of t he screen if there are no contents for the tracker.

In this case the height (and the background) should end around the red line and expand down to the bottom if more quests are added.
