Update TOC files for Talented, Talented_SpecTabs and Talented_GlyphFrame

The current release package (230211) contains three addons. Only the first, Talented, has an up to date .toc file (30401). The other two still have ## Interface: 30400.

In addition, the ## Version: v221207 in the Talented .toc file doesn't match the version number on the CurseForge project page.
The ## Version: v2.4.5-release in Talented_GlyphFrame.toc doesn't match any version on CurseForge and there is no version number in Talented_SpecTabs.toc.
