WoW Classic Era 1.15.3 - Animate Target Nameplate Indicator

Hi,
I am playing WoW Classic Era Version 1.15.3.
I am using currently the Target -> Hostile -> NeonRedArrow to illustrate my active target.
Would it be possible, to animate the NeonReadArrow -> let it bounce, flash, etc.?
Would be awesome.
