Conditional for if you have no talent learned at all in a specific row or any row.

Bonus points if you can make it only work for rows that you've unlocked, so it doesn't trigger if you don't have the level for certain talents/haven't earned the PVP talents (for Legion).

I can't see this getting a whole lot of use. The default UI already warns you when you have unspent talents, and since you don't get new talent rows all that often, I just don't see many people making an icon with this condition just to warn them about unlearned talents.
