[CF 1224] 6 combo points not working on PTR

What steps will reproduce the problem?
1. Enable "Deeper Stratagem" talent on row 3 (45 bracket)
2. Try to create a conditional using Player Resources > Combo Points
3. Slider goes from 0 to 5. Needs to go up to 6 due to talent.
What do you expect to happen? What happens instead?
Allow me to use 6 CB.
What version of TellMeWhen are you using? ("The latest" is not a version)
7.4.0-103-g1f5302c
Do you have an error log of what happened?
No

Using PTR.
