[CF 1275] Add ability to reorder meta icon order

Adding to my list of whishlists -

I am a very heavy user of meta icons, and one thing that is a bit painful on large lists is adding something to the middle of the list.

Maybe have the same interface as the condition interface?

So far most of my requests were met with "it's already there" - so if I'm just missing it please let me know :)

It's already there. Just click and drag.
