[CF 1323] Not displaying CD on a spell with charges.

With ElvUI & AddonSkins, 8.2 broke tracking a spells CD with charges. Previously it would show the sweep, and the duration left, but now it just shows the sweep.

TMW was changed to reflect the functionality of ElvUI's action bars, which don't show charge timers. If you'd prefer something else, try installing OmniCC and using the regular Show Timer Text option on your icons.
