Ever since 8.12 the swapping icons in Meta icon became impossible.

After you dragged one icon, and release the mouse.
TMW seems to recognize mouse as pressed down. Wherever your mouse goes, the first icon you dragged, just followed your mouse.

This bug occurs in 8.2 as well. Would you please take a look, thank you.
