[CF 1336] Reactive ability

Hello,
I think since the 7.1 patch the reactive ability doesn't work correctly anymore. I use this for ice floes and rune of power but now they only pop up when i have 0 stacks while they used to pop up whenever a stack was recharging.  I'm using the latest update 8.2.2.

I don't know if its usefull but below is the string for Rune of Power.

This is the correct behavior. Ice Floes is only unusable when you have 0 stacks, not when you have less than max stacks.

Rune of power isn't a reactive ability in the first place, though, so I'm not sure why you're tracking it as one. Ice floes isn't one either.

If you would like different behavior, try adding some stack requirements to the icon, or some conditions.
