The problem I'm running into is that the notifications don't work for Soul Fragments when using "greater than" or "greater than equal too" under "While Condition Set Passing." Oddly, it does work the other way around. Perhaps Soul Fragments have the wrong id number?

Works fine for me. After seeing your comment on that other issue, I see there seems to be some confusion. Since you didn't post an export string, I didn't know what you were actually tracking. Soul fragments aren't a spell with charges, they're just a buff. Track the stacks of the "Soul Fragments" buff.
