Can you give me an example of where the Unit Reaction condition doesn't already do this? Hostile includes neutral attackables.

I was over-general to the point of error... sorry about that. The hole seems to lie where an NPC is non-attackable but technically hostile. An example would be the opposite faction guards in Dalaran. I thought this was also a problem with neutral NPCs like vendors/quest givers but I can't actually find any examples of that.
