[CF 1647] "Is Icon Shown" doesn't work with icons which have unchecked "Enabled"

I found issue when I tried make icon shown (its enabled) with conditions with icons which has been disabled. I'm not sure that this is how it should be implemented, but it’s better to make sure that turned off icons are also checked.

Icons that are disabled are... disabled. They are inactive and don't do anything. That's the point of them being disabled.

But please add this tweak, it should be here, if they are disabled then they are hidden as well, why not?
